Sealed bids will be received until 10:00 A.M. on April 27, 2021 and then publicly opened and read at Tishomingo County Courthouse for furnishing all labor, materials and equipment and performing all work necessary to complete the Project. The work is generally described as follows: Runway Lighting System Replacement. Contract documents, including drawings and specifications, may be examined at the office of Dean McRae Engineering, Inc., located at 308 Grisham Street, Iuka, Mississippi. Bid documents are being made available via original paper copy or electronically. Planholders are required to login or register for an account at www.deanmcraeplans.com to view and order Bid Documents. All planholders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. For questions regarding website registration and online orders please contact Plan House Printing at (662)407-0193. Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to Tishomingo County Board of Supervisors. Bids may be held by the Tishomingo County Board of Supervisors for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Each bid submitted must be marked on the outside “Runway Lighting System Replacement, Tishomingo County Airport, Belmont, Mississippi”. Any bid in excess of $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility number, and no bid shall be opened or considered unless this number appears on the outside of the envelope or unless a statement is included on the outside of the envelope indicating that the bid enclosed does not exceed $50,000. In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident. When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident state’s current law pertaining to such state’s treatment of nonresident contractors. Any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law shall be rejected and not considered for award.
The right is reserved, as the Tishomingo County Board of Supervisors may require, to reject any and all bids and to waive any informality in the bids received. This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. Award of contract is also subject to the following Federal provisions: Executive Order 11246 and DOL Regulation 41 CFR PART 60 – Affirmative Action to Ensure Equal Employment Opportunity DOL Regulation 29 CFR Part 5 – Davis Bacon Act DOT Regulation 49 CFR PART 29 – Governmentwide Debarment and Suspension and Governmentwide Requirements for Drug-free Workplace DOT Regulation 49 CFR PART 30 – Denial of Public Works Contracts to Suppliers of Goods and Services of Countries that Deny Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U.S. Contractors (Foreign Trade Restriction).
